Compliance and limitations in Southern Africa

The proponents of the KPCS argue that it has played a key role in ending wars in the region. Since the KPCS was introduced in 2003, the level of illicit diamonds entering the international market is said to have been reduced to only 1%. This paper suggests an important nuance to this assertion, arguing that the KPCS in Southern Africa has been effective only in countries that have put in place systems of good governance to manage their natural resources and where political will exists.
